Bill:

The problem is not so much the welding as it is adequately pre-heating this
area of the block to the proper heat without more cracking or too much
extension of the crack that is already there. If the crack is stopped off, and
the area can be safely pre-heated without cracking other areas, it can be be
veed out and braze welded quite easily. Ni-rod welding would require the same
and other considerations as well, and would not likely be necessary in this
area. Have a good weldor look at it, and the repair may be easy. If not, I
would accept your machine shop offer and make sure any block you buy is
magna-fluxed before they work on it.
