Hmmm, strange. Chris, looks like you are doing the right things to track down this
problem. Sounds to me like an intermittent problem. By jumpering you showed that
the horn works, it should, therefore, work when hooked up to the harness. The test
light demonstrates that the voltage is there. A horn draws much more current than a
test bulb, if the harness was unable to supply sufficient current to power the horn,
then the test light would not be bright when both are hooked up (did your statement
above mean that you had the test lamp AND the horn hooked together ? That would be
a revealing test).
