I think the the horns have a continuous live feed from an ignition-switched
supply. They are earthed to the steering column, via the contact switch
i.e. your horn operating ring, NOT through the horn body mounts.
Check your contacts and wiring round about the steering column & shroud,
IIRC, the earth wiring passes through some push connectors there. Could
well be dirty contacts on the copper horn ring or a bent contact arm...
