Pumping the throttle wont do anything, but cranking the engine with the
throttle partially opened will.
Stromberg carbs always seem to need the choke to start the engine,
if it is not anywhere near opperating temp.
There is also the fast running adjustment, which props the throttle
more open with the engine in choke mode.
By adjusting the fast running adjustment, it should be possible to
get the engine started easily, then remove the choke gradually, as
the engine will accept the less rich mixture.
