If you re-built your carbs and removed the throttle plates, check to see
that with the idle screws all the way out, the throttle plates are seated
correctly in the carb. The plates have a large screw hole that allows them
to move around somewhat on the shaft. If you had the idle screws in at the
time you put the plates on, it is possible for the plates to be mis-aligned
and hit the carb wall (bore) before they fully close. Check your linkage to
make sure nothing is binding, holding the carbs open.
