I have run into rocker problems...not as bad as yours but difficult.
My Alpine, when first purchased, was in really bad condition but running.
I had low oil pressure. The culprit was the oil feed line going up to the
rockers. Both the upper and lower nuts attaching this oil feed line were
loose and the oil simply did not reach the top. I Fixed it and pressure
went up to normal (60 cold/40 hot running/20-30 hot Idle)
However, the rocker shaft were already scored badly. You could feel
sticking rockers. I replace the shafts with NEW ones and unfortunately did
not check tolerances. The rockers really stuck. I assumed that it
would loosen up. Wrong...really scored shafts, ruined the NEW shafts and
DAMAGE most of the rocker sleeves..... my solution was to find a good used
rocker set assembly....pillars and all.
Things to do:
1. Take the valve cover off and check to see if oil is "bubbling" out of the
rockers as your engine runs. All rockers should see oil coming out of the
oiling holes. I think the very front and very rear exhibit less oil
volume. (this is messy, how clean is your engine bay?)
2. If not, pull the assembly out. Loosen the pillar nuts (8, I think).
Check that the rockers move freely. They should feel smooth as they
rotate.
3. You may want to pull your rockers off to look at the shafts. They may
have been scored. (you may want to do this anyway, the previous
experiences my have done the damage). Check inside each rocker for scoring.
4. I would suggest, getting a full used assembly (I like used....you know
it worked at one time...just check to see that everything moves freely)
It really sounds like the rockers are sticking and causing your problem.

I have never used lash caps as Chris described. Could this be the cause
of all of this?
