Chris,

You are running a tad rich now, and your throttles are opened
more than they ought to be.
Lean the mixture till raising the pistons will cause the RPM
to drop without increasing first as it does now, then set your
idle speed lower (700-800RPM).
This should prevent runon.

Newer carburetted engine prevented this with a throttle return
solendoid that would fully close the throttles when the ignition
was turned off.
