The two brown wires should be split - one on each of the posts on the amp
guage. The car will work fine as is, but the guage will do nothing. I
suspect that the DPO had a problem with the guage and simply decided to
bypass it by hooking the two wires together.

This is the voltage regulator. They are generally mounted up on the metal
arm/brace/support that goes from the fire wall to the back of the
dashboard.
