Bad emissions at idle

I have adjusted everything. My emissions while in gear are excellent but
as it sits and idles the car fails.

Twin stromberg 150's on a 1725 in a SV
The air leak is in the throttle shafts.

They are rebuilt otherwise.

Any suggestions ...for a quick pass.
