I have successfully filled smal chips with a brush, dabbing an excess amount
of paint in the hole (often several applications to build the paint up in
the chip), followed by a drying period and very carefully using a razor
blade to slice off excessive paint, followed by polishing compound. Its
painstaking work but you can't tell there were chips when you are done.
