Chris:

What you have is an "open" in your starter commutator circuit likely caused
by starter overheating, and solder melting away from one or more of the
commutator segments.

When you turn it, you move it on to a good segment, and it will likely work
until next time it lands on a bad segment. Best solution is to check your
armature on a growler and replace if necessary, along with brushes and
bushings. (A stuck brush and bad bushings can sometimes cause this condition
too).
