Jay,
I think you made the right choice to NOT buy. This sounds like the type of
car for the guy who has two or three identical parts cars to salvage from and
put together a decent rig.
There are still Alpines out there to be bought for $1500 that are complete,
maybe not running, but all there.
If the guy has the right engine and tranny (you didn't mention if they were
there) the car is worth $500.00, TOPS! People always think there car is a
"gold mine," the truth, as us restorers know is it "takes" a gold mine to
complete the job and do it right.
If a guy had a 5 spot laying around this would be a good car to just put away
with the hopes of finding another parts car. The problem is storing it so it
stays dry.
  Oh, and by the way. No, I'm not going to tell you those parts are readily
available. They are but with $$$$$
