Tom,
I know people have used varnish and polyurethane from the hardware
store, but I use the automotive clear coat urethane material. It dries
very fast, can be wet sanded/recoated a few times to fill the wood
pores. The result is a super gloss surface that will last the 30 years
that you require. I wouldn't use anything else. I can do this if you
send me the wheel.
