Dick,
Looking at the radiator from the front of the car, there is a threaded stud
about an inch long protruding from the panel on each side of the radiator,
about two thirds of the way down from the top to the bottom of the radiator.
Would this be where the oil cooler should be fitted? There is no obvious
clue that the front end has had major surgery other than the valence which
has been replaced.

It should have a cooler.

Are the front mounting brackets for the cooler there? If not, is there any
sign that the car was wrecked, and the nose replaced with earlier
sheetmetal?
  

Or perhaps the cooler was bashed, or just started leaking, which the PO
decided not to bother repairing, and removed it entirely. (It wouldn't be a
big job)
