It is there so that the oil in the line from the pump does not drain
back into the sump, leaving little oil there for the next startup.

That little hole is where the oil comes from when it lubes your
crankshaft sprocket & timing chain. I enlarged it when I rebuilt my
engine and I pinched the end of it closed so that as much oil as
possible would come out the hole.
