I have the same holes in mine. And, I once had a SV that, like yours, had
a rack drilled through that did not match those holes.
I believe you are probably right - that the intent was that those holes
were for drilling though to mount a luggage rack. Whether or not there
ever was such a rack, from the factory or otherwise, I have no idea.
