Jay Laifman brought up the subject of the Air Resources Board taking
away the pre-74 exemption in order to reduce smog. I couldn't find a
copy of the article he mentioned on the web, and I don't get the L.A.
Times, so I was rooting (no pun intended) around and found the

that kind of stuff yet.
Go there and in the table on the page look under "Chapter VI
Understanding and Improving Program Effectiveness". Go across to the
right and click under the "pdf format" column and you can read the
actual draft report. It's 7 pages long. I found pages 5 & 6 to refer
to "us".
It sounds like they expect resistance to taking away something that has
already been "given"; that is, the pre-74 exemption. However, they
think there would be less resistance to taking back the "rolling
exemption" since it has not yet gone into effect. They're right: since
the "rolling exemption" doesn't affect me, I don't give a rusty.
The report doesn't refer to the federal penalties that Jay mentioned, so
I assume the reporter who wrote the newspaper article got that from
somewhere else.
