I was wondering about this too, so I checked my parts manual, and there is
nothing shown between the bumper bar brackets and the body and the body.
However, there are "finisher strips" between the bumper bar and the overrider.

Also, as far as fit is concerned, there is an "off-side" and "near-side"
bracket ("back bar") on the front bumper (R.H.+L.H.). Perhaps you have them
reversed. (I always thought that you just turned them over, but I guess this
doesn't work!). The rear bracket are apparently the same.
