I'm thinking that they want to inspect the car before giving you the
title. I have been through that by buying a stripped motorcycle (motor
and frame) from a Government auction for $25 (wo/title). After about
$500 in used parts, I have completely restored the motorcycle. It was
titled from the manufacturer originally, so I just need to have it
inspected (for safety or checking hot VINs? I don't know why). The
inspectors were State officers and HAD GUNS! After the inspection, they
gave me a document and said to proceed to the title bureau with the
document and accompanied with the part's receipts to show that I paid
State taxes on the parts. The bureau made out a title for the
motorcycle.
