You will get more specific information from people who were
there, but, here is what I remember hearing about it:
 
Nationals were held in an amusement park (?) near Chicago,
and the Chicago Region was the host.  There was and is a
Solo (then called Solo II) rule specifying an minimum
distance between cones in a slalom (now 45 feet, maybe then
it was the same.)
 
The Chicago folks built a box which didn't look like a
slalom, having the three key cones in a row with less than
the required distance between them.  This caused this new
configuration to have a certain noteriety.  I believe that a
clarification in the rules now states that if it acts like a
slalom, it is a slalom and subject the minimum-size rule.
