If your lucky, its possible that your wiper motor has been thinking
about going bad for sometime,  motors about to burn out often
have partially shorted windings and draw more current.  So...in keeping
with the philosophy of working from easy to hard in fixing problems,
I would put in the new wiper motor and see if the fuse problem goes away
before touching anything else in the electrical system.
