rust attack

I have major rust holes just in front of the doors, at the bottom where
the fenders attach. It seems to be a mecha for water and crud to live.
My  question is how to repare it. I talked to Ross at Sports Imports but
he said that the cost was too prohibative to make them up. Any ideas
would be appreciated, thanks
