you can fix them but a lot of work
first cut out the rusted area an inch past any rust  make strait cuts, take
the piece you removed and hammer it flat,  lay it on top of a peice of sheet
metal cut the new one 1/8 " larger. hammer it back into shape. then weld it
in place. to get a good weld finish you have to have all the metal clean in
the weld area.
