Fred,
When I rebuilt my engine the first time, my lower tensioner was broken off
also. I had both my bottom tensioner and the upper L bracket modified to
strengthen them. This was done about 100,000 miles ago, and they are both
still in place and doing fine.
I would also think that the bottom tensioner does not do much. However,
since the factory put it in, I have to think there was at least a bit of
thinking put in to it.
