As you've described it, the "ring" is the steel insert wearing surface 
pressed into the Aluminum finned ("Alfin") drums. 

You could try to paint the edge, but you don't want any bleed over on 
the wearing surface and you should expect flaking at the edge of the 
insert, in any case.  Not sure it's worth it since it's the backside of 
the drum and you don't normally see the edge of the insert, which is 
covered by the backing plate.
