S Brake Switch

Okay, without looking and it's just a guess on it's description, so don't poke 
me in the eye.

The late model car with the brake test switch on the console. Is that switch an 
open and a complete short? The one I am testing is open and then it gets a tad 
flaky in the other position. I need to add a switch for grounding a windshield 
washer pump circuit manually.
