I can't say for sure, but I can offer one data point.  The head
that came with my TR-4 had been skimmed by 0.195".  There hadn't
been much other work done; no obvious porting or polishing of
the passages for example.  It was vintage raced that way for
several years, at least, then autocrossed for several more
before I got a "Real Head".  No obvious problems.  The engine
always ran hot, but I think was due to other problems.
