Corner weights are partly about weight distribution and partly about
suspension settings. The serious guys vary them for each track. If you have
an adjustable way to set spring preloads you can tweak in quite a range,
right up to lifting a corner off the ground. Fred Puhn's book has a lot
about balancing cars, as does several books I have on circle track racing. I
think "Drive to Win" covers setting up preloads and selecting springs. Of
course those of us with cart springs in the back can't do as much. 

Two of the three reasons I set up the rear end on my TR3 so soft are balance
and weight transfer--of course weight transfer is a dynamic thing, and you
can only do so much with static measurements.
