I can't answer all your questions but I can tell you that you do
not need a distributor machine for checking the mechanical
advance.
I set my TR6 up with a special timing light.  They are called
"dial back to zero" timing lights.  (I'm sure there are many
digital ones out now)
You can check your timing (degrees advance) at any rpm.  Changing
the mechanical advance is realatively easy.  It's just a matter of
changing the springs holding the fly weights.  I used an advance
kit for a Delco Remy distributor even though I am using a stock
Triumph distributor.  The springs from the Delco kit will work on
a Triumph.  Using lighter springs will allow the weights to open
sooner.  My TR6 has side draught Webers and no vacuum advance. 
All mechnanical.  It took some doing but I managed to duplicate a
curve recommended to me by English Automotive Specialist. (J.K.
