Further to the issue of strap-type restraint devices, this news release from
NASCAR today:

Note, the penalties were more than the devices they wear cost.

EIGHT NASCAR NEXTEL CUP SERIES CREW CHIEFS, TWO DRIVERS FINED FOR RULES
INFRACTIONS AT DAYTONA

            DAYTONA BEACH, Fla. (Feb. 21, 2004) - Eight crew chiefs and two
drivers of the NASCAR NEXTEL Cup Series were fined a combined $29,500 for
various infractions during Speed Weeks at Daytona International Speedway,
NASCAR officials announced today.

            Rusty Wallace, driver of the No. 2 car, and Kirk Shelmerdine,
driver of the No. 72 car, were fined $500 each for using a head-and-neck
restraint system in which the manufacturer's date had expired. Both drivers
were in violation of Section 12-4-A (Actions detrimental to stock car
racing) and Section 12-17.1.B (3) (head-and-neck restraint device -
manufacturer's date had expired.)

            The infractions for Wallace ... occurred during opening-day
inspection (Feb. 6); Shelmerdine during pre-qualifying inspection (Feb. 8).
