Here is a reprint from my SVRA Tech Notes January 2004:
Rules Enforcement Issue 04-01, Seat belts and Head and Neck Restraints: We
have all become aware of the progress made in the last year or so concerning
Head and Neck Restraint Systems. There are now a number of good systems
including the HANS, Isaac, Simpson, Hutchens and White devices. SVRA does not
require nor endorse any of these devices. However, we do think that each
driver
should explore the merits of each and decide whether such as device is
appropriate for their personal situation.
Some of these devices use alternate belting and restraint harnesses that may
seem to contradict the SVRA Rules & Regulations concerning Safety Belts.
When this is the case and the unit is installed according to the
manufacturerbs
instructions, the SVRA rule will not apply.
The Rules & Regulations state that all belts should be 3b wide. However,
many European shoulder belts are 2b wide. The FIA approves these so our
policy
is to accept them when they meet FIA specifications.
SVRA does not automatically disqualify seat belts that are undated or more
than 5 years old. Closed cars and those which are raced only sparingly may
have older belts that are functionally brand new. It is up to the tech
inspector
to decide when a belt needs to be replaced. Further, even a belt that is
within date could be rejected if it is judged to be in a worn or deteriorated
