Because it is not broken.  Whether you perceive it as right or wrong, it is 
on purpose.  

Under IRS rules, the VSCDA is a 501 Paragraph (C), 'Not for Profit' 
organization.  To maintain that status, they must ensure that at least 85% of 
their 
income comes from the membership.  Therefore the VSCDA Board requires all 
entrants be members.  I suppose the VSCDA loses some entrants who feel this 
rule is 
unreasonable, but as a matter of fact, the $60 membership fee is quite 
reasonable, as are their entry fees.

I suspect there are several other, if not many, sanctioning bodies who OUGHT 
to be applying this rule, but are not.  They may be surprised when and if the 
IRS comes in and empties their savings account because they do not play by 
this rule.
