The way I see it is that since the rule stipulates temperature of the fuel
in the car.  Since there is no way to measure the temperature of the fuel in
the car, there is no way that anyone can possibly say conclusively that the
fuel in the cars is too cool.  It is easy to imagine that cool fuel will
rise in temperature as soon as it goes into the (very hot) race car and with
the temps in the rig not more than 3 degrees out of tolerance, how could
anyone conclude that the fuel would stay out of tolerance after it went into
the car. It certainly isn't going to get any colder and most likely will be
hotter immediately.

But then, it is anybody's guess how those people think!
