When I worked in a front end shop way back in High school, the owner had
made a weight (about 10 pounds) with hooks on it that he would place on the
bottom of the wheel when he centered it.  If the front end moved while doing
adjustments, the weight would return it to center.

Is it enough to tie (with rope) the steering wheel in opposite directions to
stop movement in order to align for toe?  If not, is there some other method
that works.  Jim
