DJ,

Tire shaving is employed to reduce the weight of the rubber on the tire.
At speed the centrifugal force tends to make the rubber want to leave
the tire. For instance a ribbed M & H Front Runner is rated at 250 MPH,
if shaved can be run to 300 Mph.
