fuel cut off

Is a fuel cut off required, I don't have a copy of the rules
handy but I seam to recall one being required and if so, I'd
like some ideas and recomendations. I'll be using electrical
pump(s) mounted at the rear mounted fuel cell. Should the cut 
off be inserted on the suction side or pressure side? What 
about an engine driven pump? Same setup?
