List,  This one is to wake Keith up.

In addition to checking that a competitor complies with the rules and that
his machine fits the correct class (by cubic capacity) and the track is
flat enough and the clocks are accurate...... the role of the FIA or FIM
Steward is to see that the attempt(s) is run in acceptable manner (no
engine change in the one hour period) so that when announced to the world
all will accept that it has been set to the standards laid down in the
rules.  

An independent person -  who is totally impartial -  has been present to
see and report (back to Switzerland) that the facts are correct.  

Perhaps we are sure that no LSR racers would consider cheating their fellow
racers or themselves.  BUT you have to think of the individual record being
set in some foreign land which claims to better your best ever average
speeds at Bonneville, even though you know they only have a straight 4
miles long.  (Perhaps they fitted the JATO Bottle not the N2O bottle?)

Maybe its best known as" independent honesty".
