Motorcycle Rules General requirements 2-O prohibit taping  the forks to a
spoiler shape. This was to prevent duct taping spoilers on the forks which
could blow off and be a hazard.  I don't know if the intent of the rule was
to prohibit streamlining of the front forks. Need to ask Dale Martin.
