Is it correct to assume by the rule book, that if a Motorcycle class
record is open and no mention of minimum is made in the space for the record
then there is no minimum. Example, S/G 650 cc there is no record and no
mention of minimum. Does this mean if you run this class you have a record?

Your thinking is correct in that an open class indicates that no record
exists. You need only to run two consecutive runs, one to qualify and the
second the following day to set the record. The average of these two runs will
net the record.
