You are correct! The original GM Tri-power setups used no idle circuits 
on the end carbs and the butterflies closed completely. If there are 
idle circuits in the base they must properly adjusted unless plugged off 
by the base gasket or other means. Screwing the mixture screws in does 
not eliminate the idle circuit.
