Good to hear from you again, and glad to see you're working on a new
project.
I'm building a seat/tank/tail section to run non-streamlined, and that was
how I designed mine ... not to go past the tire. I would interpret the rules
as the ability to use a "skirt" below the tail section as in the poster
which DOES cover upper portions of the wheel and tire.

Howdy, OK, I got some questions on modified partial streamlined class.
7.f.4 FENDERS rear fenders shall extend to a point >not less than< a
vertical line drawn through the rear axle.
7.f.12 PARTIAL STREAMLINING There must be no streamlining other than a
seat or a tail section to the rear of a line drawn vertically through the
axle of the rear wheel, and the rim must be clearly visible for the 180
degrees of its circumference to the rear of such a line. If a streamlined
seat or tail section is used, it cannot extend further to the rear than a
vertical line at the rear edge of the rear tire.
OK, so I can build a fender/seat tail section combination that goes to the
rear of the rear tire? but one that does not cover any portion of the
tire/wheel viewed from the side? including a fender that stops at the
vertical line and gives the 180 degree rule (back 1/2 of the tire/wheel
combination visible) ? in other words, a fender that looks like the picture
on the front cover of the 2003 rule book, and includes a seat/tail section
that looks like the picture between pages 224-225, the SCTA ads for El
Mirage 2003 posters?
