ECTA classification and/or safety questions(such as yours Jon) can be emailed 
directly to the motorcycle rules committee at 
mc-committee@ecta-lsr.com
SCTA rulings will of course not be able to be adressed by this committee 
though.
I do believe your specific concern is an existing ECTA rule from last year.
