Malcolm,
There are a number of such places in Nevada. I think
the spot best fitting your needs is on Hwy 305,
between Battle Mountain & Austin. (the long straight
is called pay-phone straight) Also, the
government-types are friendly to such activities, they
run the Pony Express Open Road Race on that road. They
have a web-site at http://www.openroadracing.com/
Note that the also have a "200 MPH Club". They
already have a public land speed stretch of road on
hwy 318, but it is an 11 mile downhill. Your contacts
would start with the Nevada Dept. of Tourism.
