so i suppose i cant run my 1961 scout truck with a big block buick huh  ?
darn i was hoping that its 500 ft lbs tq and 450 hp would get me at least to
100 mph in the old scout.

just kiddin but ................. these rules confuse me so much i may have
to hire a lawyer to interpret them .
