An additional thing to think about is FWD cars which have a transverse
engine. The plane of the flywheel goes front to back. Making the problem
worse is the tech inspection checklist that not only talks about the fuel
line but also lists cooling lines and such that need to be shielded in the
same way. Since the radiator is directly in this plane, the rule becomes
impossible to implement as you cannot "shield" the radiator with 1/4" thick
steel!. At least you can't and still have air flow through it! Luckly, all
the inspectors are aware of this and we have not had a problem.

This rule should probably be rewritten to address there items.
