Mike,
what you describe is most often caused by an exhaust leak (unless you are
sure that the sound is coming from the carb, no the tail pipe).
My buddy has a terribly leaking exhaust on his Spitfire (waiting for new
pipe), and it has
exactly the sysmtoms you describe.
You can check by feeling around the exhaust connections with your hand for
leaks, best done when the engine hasn't gotten really hot yet.

Of course, your engine has plenty of other emissions-related..uh..stuff on
it that might be the culprit...
