Having never owned a car with wires, take this advise as you will.  I 
have had a lot of experience trueing (sp?) laced wheels on motorcycles 
and bicycles.  My experience is that if a spoke is really loose, 
tightening it enough to put tension on the spoke will not pull a wheel 
out of true.  

Trueing has two functions - it aligns the centerline of the wheel 
relative to the direction of travel, and also allows an out of round 
wheel to be brought into round.  If a spoke is loose to the touch, it 
isn't doing anything!
