I've had good luck using an oil filter band wrench at the top of the
distrubutor housing after removing the cap and lead wire.  If you can get it
to rotate just a bit, you should be able to turn it back and forth a little
at a time until it's loose enough to lever up as you turn it.  As a last
resort, you couild try a pipe wrench on the neck of the housing near the base
mounting flange.  You're bound to end up with some nasty teeth marks in the
aluminum housing, but at least you should be able to get it to turn.
