Hi Doug!
  My experience is that cars run better if you KEEP the tank full.
  With an empty fuel tank and a period of thermal cycling (cold/warm or 
warm/cold) the moisture in the air inside the fuel tank condenses out, 
runs to the bottom of the tank, and is pumped into the carb(s).
  The engine doesn't like it :).
