Try disconnecting the carb vent line at the carb.  This is the vent line that 
goes from 
the carb to the black carbon canisters on the firewall.  Worked for me after I 
tried 
every conceivable "tune up" check.  The emission stuff defeats because no one 
wants to 
work at it.
